The State Government’s plans to expand the Urban Growth Boundary will be forced on local councils against the wishes of local residents, says Mark Parnell, Greens MLC and planning lawyer.
Mark Parnell attended a public meeting last night in Gawler organised by residents concerned about the proposed changes. The meeting was told that once the Boundary has been changed, the Minister will rezone the land to allow new subdivisions and housing. Whilst councils and residents will be “consulted”, under the Development Act, there is no process to challenge or appeal against a ministerial re-zoning.
“If local communities or their councils do not want to be part of the Government’s urban sprawl policies, they will be powerless to stop it.
“Last year, Councils were asked to give up their role in assessing individual development applications so they could focus more time and energy on developing good planning rules. Now the government is pre-empting the outcomes of Council processes and imposing its own agenda of growth and sprawl.
“The ability of local communities to determine the size, amenity and environmental quality of their neighbourhoods will be sacrificed as the government succumbs to the development industry’s insatiable appetite for new land.
“Adelaide is already one of the most sprawling and inefficient cities in the world and the Government shows little intention of turning this around,” Mr Parnell said.

Over 100 people went to last night’s public meeting on urban growth boundary expansion. Most of them wanted to know why Gawler needed 10,000 additional houses and what the government was going to do about infrastructure. Unfortunately Planning SA Director Brownwyn Halliday didn’t provide any answers saying that such issues would be worked on later in the process. Asked if the government was dumping ‘township protection’ from the current planning strategy Dr Halliday replied that in relation to the character of townships “councils are requested to look at this”.
Some interesting stats from the meeting: – Adelaide has 500 to 1000 people per square kilometre while UK cities have 4000 people per square kilometre. Adelaide (population 1.3 million) covers the same land area as Paris (population 10 million).
One of the speakers, Dr Paul Downton said Adelaide had been ‘fattened for market on fossil fuels’ and called for creative approaches within the existing boundary.
The meeting resolved to ask the State Government to provide more information on why the changes to the UGB are necessary and provide commitments about infrastructure, community services, protection of character and environmental sustainability.
The resolution also requested that the State Government clarify the position on Council boundaries, provide a 3 month period for community and local government consultation and not make any further decisions on the new UGB until this occurs.
An Urban Growth Boundary Community Forum has been formed involving people from Gawler and surrounding Council areas to lobby for community supported outcomes.

A taste of things to come as the rooftops of Hewett are glimpsed across the North Para river from rural Concordia. The State Government claims Concordia does ‘not include any environmentally sensitive land or land used for high value agriculture’ (Planning SA press release) but its proximity to remnant vegetation at Whitelaw Creek and Clonlea, the flood-prone Gawler system, and the verdant fields at present might suggest otherwise. Also, just because it doesn’t produce megabucks doesn’t mean its not valued by the locals for its beauty as a green belt!

The Gawler Environment and Heritage Association (GEHA) will host a public meeting at the Gawler Arms Hotel at 7.30pm on Monday August 20th to discuss the State government’s proposed changes to the Urban Growth Boundary. Speakers will include Dr Jon Kellet from UniSA’s Urban and Regional Planning Department and Paul Downton from Ecopolis Architecture and Planning.
